HP finally acknowledged the problem and provided a fix so I've posted it here in case anyone else has the same issue.
1. Upgrade to new version of hp-snmp-agents (9.25+ which was causing the problem)
2. Stop hp-health and hp-snmp-agents
3. Delete directory /var/spool/compaq/hpasm/registry
4. Start hp-health and hp-snmp-agents
This has worked 100% so far.
